The Sims 4 Build Anywhere Cheat
The Sims 4 build anywhere cheat allows you to build on previously locked lots and enter build mode on them. This cheat is especially valuable if you're looking to renovate dorm rooms in The Sims 4 or renovate locked lots to your taste. For the build mode cheat, and a list of what it can unlock, read here.

The Sims 4: How To Enable Cheats

To enable cheats in the Sims 4 you'll need to input the 'testingcheats on' command into the cheat box. To summon the cheat box on PC press CTRL + Shift + C, for Mac this is Command + Shift +C and for console simply press in all four triggers.

The Sims 4 Free Build Cheat

The following chat will enable free build:
bb.enablefreebuild
This will unlock previously inaccessible lots such as the hospital and university dorms. You can also use this cheat in Sixam and other hidden worlds such as the Sylvan Glade and Forgotten Grotto. The cheat will allow you to edit a small lot within the area, not the whole world, however. You can also edit the lot traits and names with this cheat, useful if you want to renovate the areas to match your playstyle.
Unfortunately, the cheat does not permit you to change windows or other lot-locked items in the San Myshuno apartments, such as historic plaques. You also cannot place objects out of bounds and out of the grid formation, you can, however, locate mods for these issues.
