During the Festival of Lights, Tadbulb will appear via wild encounters, albeit Tadbulb is a much rarer encounter than most other Festival of Lights wild spawns.
Using Incense during the Festival of Lights is a great way to draw Tadbulb out. Tadbulb has a much higher chance of showing itself when Trainers activate Incense.
Finally, if you're looking for a more reliable way to encounter Tadbulb, you can run into Tadbulb by completing limited-time Festival of Light–themed Field Research tasks.
Trainers residing in India can enjoy an exclusive Collection Challenge that awards a guaranteed encounter with Tadbulb, among other goodies like Stardust and XP. India-based Trainers also earn twice the Candy for catching Pokemon during the Festival of Lights.
Can Tadbulb be Shiny in Pokemon GO?
