Not all maps are available in all the modes, with the largest ones designated for 127 vs 127 player games. The smaller 64 vs 64 and 32 vs 32 modes make use of their own maps, or take place in smaller sections of the larger maps.

As BattleBit Remastered is still in early access as of writing this, the devs could add more maps throughout development, but 19 is already a fairly high number for a multiplayer shooter.
The game's Steam page doesn't specify whether new maps are part of the agenda, with new features "potentially" being added throughout the early access period. We'll just have to see whether new maps are added in subsequent updates.
